Been playing this game for a little while now (Detroit atm). Same rating and they just did an update so I'll probably be back. The only issue is, it gets really slow in progress. I get a few billions and it's gone due to leveling one thing up 7 times and then I either have to play and watch a bunch of ads to level up or close the game for a day or two to level up another 7, then repeat. For me that takes away from the game and makes me not want to play. Could be my method and not the game.

it's ok but if you're not into ads then this is not for you. The whole experience is based on how many ads you can handle. That's if you want to progress at an considerable speed. once you get to your 3rd city it gets boring and repetitive. The only difference is that everything cost higher. I bought the ad free pass. This makes the game playable. I enjoyed it for quite a while, then the ad rewards changed to lower the rewards for watching ads, then again so you can only get 1 reward per cycle instead of 3 making it even harder to grind the late game. The game is humorous, but the fun is only there in the early game. 4 Star game for the first week, with ad pass ($15) but now is a boring 1-2 Star game that I'm sure would be unplayable without the ad pass.
